What new economic alternatives can do against the migration and contribute to impel the socioeconomic development of the rural areas of Castile and Leon? The answer, in the last report of the Regional Observatory of the Society of Información (ORSI). This one analyzes the possibilities and opportunities that the community has to catch investment TIC through a model “nearshore�.

In this point a new question arises, what is “nearshore�? It is not more than the transfer of the enterprise activities to other geographic zones through a sub-contracting model. With him, the client aspires to benefit from space, but also temporary, economic, political or linguistic the proximity, not only.

The companies that choose to apply this working standard look for, as it reflects the study, “to reduce the production costs, to diversify the sources of intrinsic knowledge, to increase the effectiveness of the processes through the specialization and to extend the productive schedule of the business�.

Established the theoretical bases, the moment arrives for asking itself if Castile and Leon count on the potential necessary to attract new technological investments towards its enterprise weave. The ORSI finds five good reasons to endorse his was worth:

- Existence of optimal infrastructures of telecommunications.

- The extraordinary situation geographic of the community, very next to the capital.

- An ample geographic extension and a remarkable population dispersion, which derives in a little concentration of companies dedicated to the same business in the same zone.

- The productive cost is inferior to the average of Spain.

- The availability of qualified human resources.

A priori, the conditions of Castile and Leon like objective of the investment “nearshore� in the matter of TIC are than favorable more. Now it is the turn of the companies. In this sense, the study throws a last advice: this type of projects also is within reach of the SMEs. To assure the quality the services, to look for a prosperous internal market and to count on institutional economic support will be enough to achieve the success.
